In accordance with the Federal law No. 148-FZ of July 22, 2008, “On Amendments to the Russian Federation Urban Planning Code and Separate Legislative Acts of the Russian Federation”, from January 1, 2010, the performance engineering surveys, preparation of project documentation, construction, reconstruction, and major overhaul of capital construction projects are allowed only on the basis of a competency certificate issued with respect to the type of work specified in the list approved by order No. 274 of the Ministry of Regional Development of Russia of December 9, 2008.
